Department of Commercial Registration [DCR] (Thailand)

DCR is the Thailand equivalent of the New Zealand Companies Office. DCR was in effect an enormous paper factory. It stored paper, filed paper retrieved paper, photocopied paper, signed paper, shifted paper from one site to another. All over Thailand it was set up so that business and legal customers could register commercial information and documents. In comparison the New Zealand Companies Office, making use of e-commerce practices has eliminated almost all of this work. We were sent to Thailand to advise them on the strategies for the future which as can be imagined from the description above were fairly far-reaching and included recommendations that DCR became far flat, fast and flexible largely by utiling e-commerce and improved people management.

This was a fascinating project partly because of the scale of change required and partly because of the cultural aspects.
